Can I send E-Mail to "targeted" Mailing Lists?

ANSWER:
You can, as long as you don't get ANY SPAM complaints.
BE VERY careful when buying/renting mailing lists... as MOST of the people selling these are JUST SPAMMERS in "OPT IN" clothing.
If you email to a list, and you get SPAM COMPLAINTS, you WILL BE FINED and shut down. PERIOD.
